We currently use MAX 4k's and MaxDial to connect a few hundred sites.  The
machines at those sites use 28.8k modems.  Two of those the max cannot connect
to, but other modems can connect to it.  The dial happens, and an answer
happens, but the modem handshaking fails.

So a modem-to-modem handshake works, but max-to-modem cannot handshake in two
sites.  The max has two 56k-modem-16 cards, but the modems are only 28.8.  I
can connect to 400 other 28.8 sites fine.
