FWIW and I haven't implemented it here there is a Radius by Mihai 
Ibanescu formerly maintained by Cristian Gafton that allows control of 
multiple logins in the Users file, ie: client1 can login up to 3 
times, client2 can upto 5, everyone else 1.

In addition there is time contraints, ie: only on Mon-Fri from 0800 to 
1700, etc.

There are binaries for BSDI, Linux, Sun, and even i386.rpm's
