I have a Euro-ISDN line (Sweden) with the usual two numbers, (up to 8
possible, no SPID hassle) and have been testing with two routers on the
same S/T bus. I tried a Pipe75(5.1A) with a Pipe25Px(5.1Ap9) and also the
Pipe75(5.1A) with an ACC Congo Voice Roter (9.5.14??), and both
combinations work fine as far as I can see. Outgoing data or voice calls
just grab a free B-channel. If both are already in use, tough luck, no
connection, but that is to be expected. Incoming voice handles just fine.
With both numbers in both routers, an incoming call rings on the POTS 1 (or
2 respectively) ports on both routers, and when you pick up the call, the
"used" router grabs any free B-channel, and the call comes through. The
other router reports "user disconnect" or similar. No conflicts whatsoever.
What I could not try, was an incoming data call, but I would assume that
you should only have one of them accepting calls ??? 

The configuration seems so much easier with Euro-ISDN than the US versions:
no SPID, only NET3 or UK to choose from, totally dynamic B-allocation, up
to 8 numbers at least, no line provisioning (except for the ACO, or Call
Waiting as its called here, which i had to have enabled by the telco, free
of charge).
