(ASCEND) Bi-directional Networking

We have been working a better way to keep our WAN (about 25 sites) running
smoothly.
Currently, the remote WAN site logs in on demand to a more central MAX unit
(usually a Pipeline -> MAX) when it needs to (transit over the WAN requested by
a client).
The problem with this is that we have never been able to get it working the
other way. ie: if WE need to access our remote router, we always need to dial
into the WAN site via conventional modems and access it via the back way.
Maybe were being stupid and have missed something but we cant seem to get the
Central to WAN connection running whilst the WAN router (a pipeline or low end
max)is setup to dial into the core routers.
I hope this makes sense???
It almost seems that the router at the far end cn only either dial the
connection or recieve the connection from a particular route (default even)
otherwise the connection from the central site to the remote site gets rejected
and I assume its because there is a confliction of IP's ?
Any one know what we've done wrong? It seems so simple. We can do it with
Cisco's but not the Ascends.
