The broken part may be Windows traceroute. Our upstream filters pings,
but not traceroutes. Unfortunately, the traceroute that ships with
Windows must use pings or something because it dies when it hits our
upstream with a "network unreachable" whereas traceroutes in Linux, etc.
work just fine. (I know this because my box at home can boot into either
Win95 or Linux and in Win95 I get the error and in Linux I do not.)
