	When I placed my personal machine behind a complete firewall I had
to modify both the firewall and ICQ to work with it. You have to allow the
outgoing connections to destination port 4000 from any originating port.
You can then tell ICQ to only use a set range of TCP ports for all other
communication rather than random UDP ports. This way you don't have to
deal with a SOCKS server at all. Since most SOCKS servers are
misconfigured and then mis-used by the wrong people they were intended
for.
	This works on my Debian Linux system with the JavaICQ version for
Linux using the standard kernel firewalling with ipfwadm.
