The modem dropped carrier instead of the customer logging out normally.
Generally, we treat this as line noise (and the customers who have these
also tend to have c=185 after being connected for ahwile, which is
different line noise.
I believe that the Ascend modems will do three retrains before dropping
carrier, but I'm not sure if that can be changed.
