(ASCEND) Filter Question

we have several max 6000's and max 4000's here, running 6.0.7
and one running 6.0.10.  we have filters in place to prevent telnet access
from outside networks, other that two internal networks, and they work.
however, if you are dialed into a max (either ISDN or analog) the filters
do not seem to have any effect - i can telnet into the max despite the fact
that i have a filter in place that says

FORWARD: no
SRC MASK: 0.0.0.0
SRC: 0.0.0.0
DST MASK: 255.255.255.255
DST: IP.ADDRESSS.OF.ROUTER
PROTOCOL: 6
SRC PORT CMP: none
SRC PORT: N/A
DST PORT CMP: eql
DST PORT: 23
TCP-ESTAB: no
