Willie,

That was the problem.  Merit Radius version 3.5.6 has a dictionary entry
of 132 instead of 125 for Ascend-Maximum-Call-Duration.  We download the
Merit Radius version 3.6B last night and the dictionary is correct there.

Anyway, we updated the dictionary on our version and 
Ascend-Maximum-Call-Duration is working like it should.  Looks like some
how or another Merit got the wrong info.....
