(ASCEND) TNT HDLC/modem resource allocation

We have a TNT with an HDLC card and a Series II modem card, which also has
HDLC processors in it. The Series II modem card can handle 48 modem or ISDN
calls, in any mix, but no more than 48.

When I set call-routing-sort-method and digital-call-routing-sort-method to
item-first, the TNT uses up the HDLC processors on the modem card first,
which causes us to run out of modems while having excessive free HDLC
processors.

Setting call-routing-sort-method and digital-call-routing-sort-method to
slot-first improves things somewhat, as the TNT uses HDLC processors on the
modem card and the HDLC card equally, but this still causes us to run out
of modems.

I'm trying to get the TNT to use the HDLC card for ISDN calls first, then
rollover to the HDLC processors on the modem card only when the processors
on the HDLC card are exhausted.

Ascend implied that this couldn't be done, but somehow I doubt it. My guess
is that you can do it with a slot-first and call routing, but I don't know
how.

Any ideas? Thanks.
