Hmm, I a little confused, are you getting a long steady tone? If so that
would be a HDLC tone and you should only hear that if your call type coming
in is digital or if you set a callrouting flag. Each analog call should be
answered with the quick V.8 bis tone, (the k56 tone). You will get this
tone on each analog call.

FWIW, I've sometimes had problems with the 4004's and modem's not answering
correctly, usually a quick reboot addresses the product. Have you looked
into your syslog to see if a particular modem is complaining of Far-End
hang ups?
