(ASCEND) max4000 problem

I just cant get a box without having a problem :-)

This max4000 I just got it has 6 56k 8-port modem cards.

So i plug in the serial cable, power cable, and the 4 lights come on and
it just sits there..nothing in hyperterminal, no menu, no garbage, no
nothing..lights refused to go off (WTF)

so i pulled all 6 modem cards out, turned it back on, booted fine..there
was no config, was code 5.0ap20 i believe. So I put one modem card back in
(first slot) rebooted it..boots fine. put a 2nd in, rebooted it, gets to
the self-test, pauses about 5 seconds, then the load starts expanding
again and restarts, self-test, and an endless repeat. (again WTF)

so i thought, ok, the 2nd modem card is bad? tried another..same problem.
bad slot? tried 2nd card in another slot..same problem
tried all the slots, same problem. took the first modem card that works
out of modem slot 1 and put the 2nd modem card in there alone..boots fine.
ok, so 2 good modem cards. put it in modem slot 2 alone, boots fine. put
it in modem slot 4 alone, boots fine. so, 2 good modem cards (at least),
2 good slots. but it wont boot more than 1 card at a time.
so i put code 7.0.1 on it..no help..same problems.

has anyone seen this before??
