what is the need for three pools?  are you confused regarding the
difference between assigning an address block to an ether interface
versus making routing table entries?  or is this a workaround for some
other problem?

when you assign a net to an ether interface, yes, the last (and
sometimes the first) address is reserved for broadcast, but routing
subnets within that net does not create more broadcast addresses.  you
should be able to route 48 addresses with a contiguous /27 and /28.  or
96 with a /26 and /27.  this would require only one pool.
