Correction... It turned out NOT to be the hardware.  It turned out
to be a "corrupted config".  I set one of the boxes back to factory
defaults and reconfigured it from scratch.  Along the way, I determined
that the acct-src-port under the external-auth/rad-auth-client profile
was the culprit.  With the 7.2.3 code the problem that I was experiencing
was due to change that from its default of 0.  Lucent is going to
persue this is a TR/CR.
