What is the total REN of the devices you have plugged into the 
POTS port? They say 3.0 is the most it can handle, but I've had 
them that won't do better than about 2.3.

Old phones with actual metal bells and clappers are the worst, 
most newer phones with piezo ringers are generally less. In one 
case I had to resort to disconnecting the bell in one phone so the 
others would ring.
