Well,

The thing is, I see the call come into the max immediately.  Hmm...I have
all channels set to slot 4.

By the way, this is a 6096.  We have multiple 6096s and it seems that the
busier the max is, the longer it takes for the call to be answered by a
modem.

Possibly a wink issue? But that doesn't make much sense since it you do
evntually hear it...

The solid tone is an ISDN tone. Make sure all your channels are pointing
at modems in the Max.
