No it can't do 'weighted fair queuing' (as the Cisco-Salesdroids would say 
"It's the only Solution!").

The TNT can set the TOS-Bits for it's IP-Wan Traffic. This helps QoS Routers
to indentify and manage the Traffic but you still need a QoS Router.
You may set the TOS-Bits on per User Basis or via Packet-Filters.
There is an Example in your TNT Net. Conf. Guide in Chapter 4-22.

Btw.: If you have found out that Ciscos-'weighted fair queuing' sucks look 
for a Packetshaper at http://www.packeteer.com .
It's the only known Device that can slow down INCOMEING Tcp-Traffic
(traffic that has come already over your Internet UPlink to you and goes
to your LAN). They do some nifty things with delaying ACK-Packets and modifying
Tcp-Windowsizes.
