There are already such stubs available. Sort of :-) Whenever I install
new maps into the production server, I either add stuff to the maps (I
have diffs to install Grey island and dragon island, my item exchange
and additional apartments), or just link them into one of the unused
houses in scorn. We have two different servers, though --- one is for
developing maps, the other one is the "production" server. If you
don't want to have two servers, you could just prevent access to your
new maps via a key that is not available in any maps.

I don't like this idea. Add some more points for our maps, add some
more points for foos maps, add more points for bars maps... that way
we would have a lot of "this xxx is closed" in the official map set.
