Speaking of ftp

Any tools, or ideas on how to catch ftp abusers or limit their activity?  
Things like using wu-ftpd tar command to tar up the entire ftp server for
transfer.

Log in 10+ times.

I still want the tar/compress commands to work, because there are legit uses,
but the whole server? Can you deny a certain user/IP?

I know how to limit users, but lets say I just want a tool that shows me how
many times X IP address/domain login in and what files they xfer for a given
time period.  Any tools like that?
