Hmm..  Are you actually using gdm (Gnome Display Manager)?  That is different..

Open /etc/X11/gdm/gdm.conf, and go to the section labeled '[servers]'

There should be a line like

0=/usr/bin/X11/X

Just add on the '-bpp 16', and it should work..  (you might have to kill gdm
somehow to get it to re-read it's configuration, though..)
