Of course it's stable. ;-) It will be interface and binary compatible 
with all future 1.2.x versions.  That means that code based on the 
1.2.0 release will work with all 1.2.x versions and that apps linked 
against 1.2.0 will not need to be recompiled when you install 1.2.1.

I don't know if GNOME 1.0 requires 1.2.x yet, but it should and if
it doesn't the next release will definately require it.

On the other hand, 1.1.x was unstable (as far as compatibility), and 
1.3.x will be incompatible at least as far as binary compatibility is 
conserned.
