Yep.  You're running dhcpd compiled against the 2.2.x kernel with a
2.0.x kernel, aren't you.  You didn't mention which distribution of
Debian you were trying to use and which version of dhcpd you were
using, but if I were to guess from experience, that's your problem.
Make sure you're grabbing the right version of dhcpd for your kernel
first before you go recompiling things.

You can also go into /boot/ and look for the config file the kernel
was compiled with and verify for yourself...
