I've come across a problem like this before..  If the filesystem for the
floppy is compiled as a module and the module is not loaded when a user
attempts to mount the floppy, mount will barf..  You can probably get
around this by putting appropriate 'modprobe blah.o' commands in the
init scripts.

Then again, it's been a while since I came across that problem..
