traffic shaper

Hey all --

Anybody know anything about the traffic shaper included with the 2.2.x kernel?
I'm running RH 6.0, and I think I've got the traffic shaper installed properly
(at least when I run the shapecfg command, it gives me a response), but if I
follow the (sparse) instructions in the Networking How-To and the shaper README,
all I get is an error. Specifically, I get:

	shaper: No such device

This is after attempting the command

	shapecfg attach shaper1 eth1

It seems to want me to configure something, but I haven't figured out what. I
thought the above command WAS the configuration command. Sorry to seem so
clueless, but this one has me stumped.
