hlds_l_admin is available at http://linuxhlds.halflife.org/ . It can easily
automate the kind of server variable randomness you're aiming for.
The latest bob-n-doug beta is available from me upon request. The nice
parts of the code were stolen from the ElizaIRC Bot project
(http://www.cflash.com/~yury/), and the ugly parts were added by yours
truly. I know of at least two other projects that also broadcast live game
data; one to look at is "GSB Live!" (http://grid.vefurinn.to/gsblive.html)
which is written in Java.
Since Half-life is based on Quake 1/Quake 2 code, I'm going to bet that both
these tools can be adapted to Q3 fairly easily. Hmmmm...
