I can't answer your question, but I have one of my own:

What's the catch?  

They can't possibly let you make calls just anywhere, can they?  If they
don't have a decoder and phone hook up within *every* local service area,
they they're going to be paying somebody something at some time.

Or is this another lame-brained "start the business and gamble that the
money follows" schemes?  Or do they make their money somewhere else?
Or did you find a free lunch?!
