Derek,

Your modem was not installed properly or if it was, you started a job which
accessed the modem and probably exited.
Go in as  root to /dev and delete modem (rm modem)
then run

ln -s /dev/ttS0 /dev/modem              [ from $..../root ]

you may have to change the 0 after S to 1,2,3 until your modem gets detected.
Everytime you change a number run minicmo from the command line and see if it
queries the modem. You should get a message "OK" if the modem is properly
installed. Don't forget to exit minicom by ctr-A then x . otherwise you may leave
the modem locked again.
