I have seen some net filtering addons for squid.. nothing commercial.. but
i bet it exists somewhere.  personaly, I block port 80 outgoing, and force
users to use our squid.. (saves on bandwidth)

here's a tip from another admin.
in my discussions with other admins, we came to this conclution about web
monitoring/filtering/blocking: This is NOT a sysadmin task.  control of
user activities should be done at the management level, not the network
level.  managers should monitor user activitiy, not the admins.
