(1) Many, many distributions use RPM.
(2) *All* distributions can, if you install it.

When RPM works, which is not always, it is better than .tar.gz. It keeps a
database of stuff on your system, it makes things easier to uninstall, and
it makes things easier to upgrade and patch.
