i think those numbers are a tad high.. 

windows 98: full version with manual and cert.  $84
windows NT 4.0 server:  25 client licenses      $537

ftp service: built in (it's ugly, but works) free
MS IIS 4.0 (in all the ms glory)             free
email.. well post.office is expensive as hell
