CVS problems

Ok, the problem is that we cannot create any new directories. It gives a
permission denied message. Looking at the perms on the cvs server all looks
ok.

If I su to the user I can create dirs, /etc/inetd.conf runs cpserver as that
user, so I am not sure what is wrong, especially since I restored from tape.
