Not to complain, Euro RSA != US RSA

I surfed to http://cow.netrek.org/contrib/ and looked at the html of the page
and the Euro version of RSA is called res-rsa-2.9.tar.gz, the US version is
called res-rsa-2.9.1.tar.gz.

I can write code to look for either, but I wanted to know why the
different file names?
