As "pass-the-buck-and-get-off-the-phone" as it may sound, there is a valid
reason for doing this. Many bugs are fixed in every maintenance release
and due to human nature, it's not always easy to know that a release won't
fix your problem without trying it. That is to say, despite everyone's
best effort to document bug fixes precisely and despite many years of
experience doing that which has made us quite good at it, sometimes things
get fixed which won't show up in a bug search.
Sometimes someone will be fixing say, IPX, and his fix actually fixes your
DECnet because what he discovered was that a subsystem that both IPX and
DECnet depend on was what was causing the problem. He fixes it, your
problem gets fixed, and it wouldn't have shown up in a bug search.

To expect a TAC engineer to spend time on the phone calling around
bothering customers asking them to spend their time and effort to support
another of our customers with no relation to them, is at best, unrealistic.
As for Cisco's lab routers - those aren't ever in the same configuration
for more than a few days.
