(ASCEND) NEW version: hex2ppp

I have updated the hex2ppp utility following the recent thread about it.

- Support for Linux IP header file macros which are aparently different
from the Solaris one. Based on a patch by Thilo Wunderlich
<thilo@kirk.vossnet.de>
- Add code to parse ethernet headers. They are outputted by the
ether-display command.
- Write a manpage
- Interpret FLAG bytes when -q is specified
- Add a -c option to disable breaking packets at chunk boundaries, as
this behaviour only works well with synchronous connections.
