I checked with Bell Atlantic today (a singular experience) and they are set to alternate voice and data.
Is that equivalent to circuit switched voice?
Additional Call Offering huh? I'll try that.

For the first question. It is possible that both of your channels are not flagged as Circuit Switched Voice. Maybe only one of them is. Call up the Telco and switch this, if it is already set to Circuit Switched voice on both, You and I have something in common, where the second POTS line will not bear outgoing analog despite the correct switch configuration.
As for question 2, this only holds true if your BRI supports Additional Call Offering. You need this active, otherwise it won't do what is described in the manual.
