We had a similar problem with a max4000 and uucp.
First of all you should be using rlogin to connect the caller to your 
uucp machine, AFAIK telnet usually isn't 8-bit clean. 
The problem we had was slighly more sophisticated. It appears that some
of the uucp software our customers use (crosspoint) can't handle the 
(default) buffering of the max4000. As a result the initial handshake 
sometimes works, at other times it doesn't. We also saw a complete stall 
of data troughput in many cases, especially when the max was on a high 
load. The problem is still under surveillance, but since we disabled 
the term.serv. feature "Buffer Chars" last week, complaints by our 
customers have dropped to zero.
