the North American ISDN Users' Forum had a conference on this
at the end of October, I hav'nt looked yet, but there
will probably be notes or transcripts or something:

many LECs may not even offer X.25 data over the D channel,
and if they do, expect to really PAY for it...

so far there are probably no consumer available products
that support it, just test equipment from a few vendors,
check the Vendors' ISDN Association:
