>From the names, I would suspect that these are the Preference and Metric
for the route when the connection is down. You can set these higher than
the regular preference and metric to indicate that the link is less
preferable when it is down.

Take the following example:

You've got two routers on a network advertising a route to 10.0.0.0/8:

- A modem router announcing this route with metric 4
- An ISDN router announcing this route with metric 3
      and DownMetric set to 5

Packets will go through the ISDN link because it has a lower metric (3).

Now the ISDN link craps out.

Packets will now go through the modem link. No attempt will be made to
restore the ISDN link to service.

Now the modem craps out. The route with metric 4 disappears.

The only thing left is a route with metric 5 pointing to the currently
down ISDN link. But since it's the best route left, traffic will
begin to use it, and an attempt will be made to restore the ISDN link.
Once the link is up again, the metric will drop to 3 and the ISDN link
will continue to be prefered even if the modem link comes back up.
