Have you checked how many digits the Alcatel switch is sending to the MAX ? You have to set that on parameter "# Complete", under Net/E1->Line Config->.... Also, the phone number that you set for the modem cards must match that number of digits. For example, if the phone number is 9876543, but the switch sends only the last four digits, then you must configure the phone number as 6543.
