Well, I finally got it running with a little bit of work. The fix was an
unanticipated one ...
As mentioned in my original post, attempts at starting the AC daemon were
unsuccessful. The AC Admin threw a rather generic message when it failed
to start. The Event viewer said that AC couldn't find the licenses.txt
file. Well, upon verifying that the registry had the directory location
correct and that a licenses.txt and a licenses (no extension) existed.
I decided to try and put 1.0ai11 into debug mode with a -x -x argument.
It still failed but I got some useful info. Despite the event viewers
protests, the debug output indicated that it did find the license key (you
can see it loaded during the attempted startup). What it DIDN'T find,
however, was an entry in the clients file!
So, I put the hostname, secrety key, and type into the clients file and
tried it again. It worked! The AC daemon started without difficulty. Just
for grins, I also specified that radiussrv be started automatically and
manually entered the udp port numbers into the /etc/services file on the
NT machine. Upon reboot, it again started like a champ.
I hope this little story proves useful to someone esle out there.

One of the readme's said it was required for the registry changes to take
affect.
