Haven't had that one, thankfully, but I'm not running a CT3.

LQM got broken in 2.0.7 and as a result can promptly disconnect users
impertinent enough to dial in. We had major trouble with Netopia ISDN
routers, Pipeline 25s, and some modems. Disabling LQM solved all that for
now. (The list consensus seems to be LQM min=500 and LQM max=1500 when LQM
is functional again.)

Search the archives at http://www.nexial.nl/cgi-bin/ascend for "LQM bug" in
'98 and you can see what's been said thus far.
