(ASCEND) Authentication and Accounting Server's list

Hello Users,
I have a question on the Max 4000 policy used to switch among the list
of Servers configured as Auth/Acct Servers. Anyone knows which are the
conditions that takes the Max to switch from the firts listed server to
the second and/or to the third ? Is the "timeout" the unique reason or a
time-sharing/load balancing policy are also applied. 
I have currently three servers configured per each Max and I can see
that all of them are always working in authentication and accounting. I
was exepected to see the first working in normal conditions and the
other two only working when the first is in failure.
