You might want to turn on the PPP debug on the LNS. It could be failing PPP
negotiation.

You don't say whether the radius entry is for the LAC or LNS? Also you
should check your answer defaults on the LNS.
Remember that tunneled sessions coming into the LNS are the same as calls
coming into an ordinary Max. The PPP negotiation works the same.
