For an end user device?
I have heard from a customer that the Digi Retoura (sp?) is
a good device for two BRI ports...

You could do it with a Cisco 2600, but is a bit expensive at $1500-$2000 
for the base unit, plus two Wan Interface Cards at $500-$700 each
(and there aren't likely to be many used ones for sale)

Ascend was supposedly ready to offer an 1800 software limited to 4 ports.
If you can find a used 1800, it would make a good end user device also,
I just sold one last month for $2000... no I don't have any more ;^)
