The switch has nothing to do with it. But in general, PRI lines have a much
tougher checklist when they are installed by the telco. Sometimes in-band
signaled T1's can have poor SNR or some other malady.

All you can do is ask the telco to check the provisioning of the T1 and
tell them to use the PRI specs.
