(ASCEND) TNT vs MAX, lower connect rates

We just replaced three Max 4000's in our local POP with a TNT. It is running
2.1.9 code, 6-CT1's, 3-48 56k modem cards. We tried to keep the settings as
close to what we had on the Max as we could, hopefully not forgetting
something.
  Now we have a LOT of customers complaining that their connect rates went
from 42k to 49k to 28.8 or 31.2. I myself connect at 48k from my home, and a
lot of customers are still connecting at 42k+ rates.
  Does anybody have any ideas why this is happening? We bought 2 used TNT's
and didn't get any manuals, so we may be missing something simple. But I
find it strange that connect rates dropped (some really bad) after
installing the TNT (my connects used to be 49k now they are 48k).

Ideas?
