The telcos need do nothing - it would be a modem code change.  Or it
SHOULD be.  3Com has stated that the TC's modems could do this with a
simple table change, and AFAIK Lucent's are the same.  I would expect 
Rockwell to be able to do it too.

What it comes down to is using a PCM area they can't use right now, 
expanding the number of points they can use for signalling.
