You could be onto something there.  There are three main differences between
my two boxes which are behaving very differently:

(1) much higher proportion of digital calls in the leaky/failing one
(2) higher load on the leaky/failing one (partly follows from (1))
(3) both have two PRIs - the OK one has two MacroLinks (aussie-special type
of PRI) but the second has one MacroLink and one OnRamp (aussie-style
Euro-ISDN PRI).

I fail to see what different PRIs could have to do with it (but stranger
things have happened ;-) so that points us back to (1) and (2).
