Hrrm... I don't think so.  At least not with current radius tools.

Currently, you can:
 - limit the # of sessions (ala Cistron)
 - limit the # of ports used per session

But, I'm like 99.44% positive that you can not mix and match the two on the
fly (now watch someone come along and pony up a perfect solution :).

From a business standpoint, I'm not sure you want to do this anyways, as
there really is a *HUGE* difference in usage patterns between 2
single-channel dialup accounts a single dual-channel dialup account.  Trust
me, we have many customers that fall in both ranges, and I'd strongly
suggest that you have them go for 2 accounts, a single channel, and a dual
channel, and keep them seperate.
