pppif is a diagnostic command (pppif -> toggle pppif debug display) that
shows information about the PPP interface subroutines.

The message implies that an AppleTalk protocol message was discarded because
the Network Control Protocol (NCP) for AppleTalk (ATCP) was closed (had not
been negotiated).

In order for a protocol to transit a PPP link the parameters for the link
must be negotiated by the appropriate NCP (TCP/IP used IPCP, IPX uses IPXCP,
AppleTalk uses ATCP).
